les trent looks into how the bird .. which is native to east asia .... ended up thousands of miles away .. in manhattan. a rare duck not usually found in north america was spotted swimming in central park, prompting a flock of onlookers. the mandarin duck, which is usually found in japan and china, has stunned new york residents and tourists alike. it has a hot-pink bill, multicolored feathers and various colors on its mug.the duck was discovered by a man who happened to be taking a stroll in the park. he recorded video of the bird, then posted it online, where it has gone viral and prompting a flock of onlookers to flood central park. one new yorker told inside edition they skipped work on thursday just to take pictures of the rare duck. but the mystery of how the duck ended up some 7,000 miles away from home is one that may not be easily cracked. so far experts have focused on the tag on its leg. if they can get ahold of the duck and check the tag, researchers might be able to find out where the bird came from. none of the local zoos have reported missing a duck, leading local bird-watching communities believe it may have been a domestic pet that got loose, flying to manhattan from a neighboring town or borough. the bird watchers told cbs news they believe the sturdy bird will likely stay

put in new york for the winter and should survive the cold. the city said it does not plan to remove the bird from central park unless it appears to be sick or in danger. (ken)police have identifed the two people killed in crash involving a tour bus on interstate 880 in union city. the alameda county coroner said today 57-year-old renee rodriguez of hayward and 46-year-old lumumba richard of san lorenzo died tuesday night. a tour bus collided with the rear of a 1997 lexus driven by rodriguez. the bus then crashed into a ford driven by richard. rodriguez and richard were pronounced dead at the scene. the cause is still under investigation. (pam) an 18- year old woman was hospitalized ....

after four other women allegedly attacked her with a plastic spork ... at a restaurant in downtown san francisco. it all happened around 4- this morning, at a 24-hour eatery on mission street. according to police, when the victim began fighting with the suspects, the four women held her down... and began cutting her face with a spork. the victim suffered minor cuts to her face. officers are still looking for the suspects, all described as women between 18- and 20- years old. (ken) california corrections officials arrested more than one hundred sex offender parolees during an annual halloween sweep known as operation boo. that's about 9 percent of the parolees contacted statewide. only eight parolees face new charges while the rest allegedly violated conditions of their parole officials say hundreds of parole agents and local law enforcement officers participated in the crackdown involving searches and compliance checks on sex offender parolees. the sweep is designed to keep the offenders from contacting children or engaging in other halloween activities.

not easy to come by.(ken) kron4's maureen kelly takes an in-depth look at which bay area locations are seeing the largest amount of pot sales.....and which are still taking their time in rolling out the legislation. while some cannabis dispensaries in oakland and san francsico allow customers to toke up.....there are many places in the bay area still without shops that sell what's now legal in the state to consume. that's because proposition 64 approved last november allowed for each city and county to put their own rules in place.....and that is making for a slow rollout of the new law in some spots. 54:26 writing a thoughtful and careful ordinance that really explains what a jurisstiction wants to do does take some time according the the california tax and fee administration there's been 250 million taxable transactions in the nine county bay area during the first six months that recreational weed became legal. here is a map that shows how some are seeing brisk business.....the local top seller of pot is the city of san francisco which had 83

million dollars in cannabis sales.....while the county of napa has not had a single taxable pot transaction.that might change next year....since the city of napa is in the process of allowing medicinal dispensaries in town...and american canyon plans to issue a limited number of permits for commercial businesses like grow houses in their industrial area. and while the county allows for pot delivery and for people to grow their own....the ban on commerical cannabis businesses put in place right after prop 64 became law remains in effect. (standup)not only that , later this month the board of supervisors will consider extending that ban another year, the county spokesperson says commericial cannabis is just not something they want to rush into...especially since napa is already a popular tourist destination because of another crop.4:25 napa county is known as a world renowned wine industry we do wine really well just like silicon valley does software manufacturing really well, pittsburg does steel really well we don't know where cannabis fits in yet to the greater scheme of napa county and we just need some time to figure out what that looks like for usand can you plant cannabis next to wine grapes and the chemicals that you would use on cannabis how to they affect wine grapes and so these are questionst that need to be answeredthe napa county farm bureau says they've been approached by grape growers interested in growing cannabis.....but they have yet to take a stand on the matter. this is a field that's very new and finding expert that can give you definative answers about this is difficult and that's why

we've taken our time and going thru a process that really allows us to study the issue and really determine is there going to be a problem is you grow cannabis next to wine grapes at all benicia in nearby solano county recently rolled back their ban on commerical pot...several dispensaries are vying to be one of two permitted in the town of 28-thousand people, in areas away from their quaint downtown....but there is no limit on the number of cannabis cultivators, manufactorers, distrubitors or testing facilities that will be allowed in their industrial section. 5300 we know there's a black market...for cannabis anyway and if we wanted to try to get ahead of it one of the things to do was to regulate it and be very we invited in and allowed in and so we are in that process nowthe vice mayor says voters will decide this november whether or the city council to tax businesses...using the money generated to help pay for services like police and fire departments and libraries...becanow....57:46 clearly we need additonal sources of revenueif measure e passes....the city council will decide in late november just how high to set that tax rate....to help them raise the funds they need.....but not so steep to discourage those cannabis businesses from moving in. maureen kelly kron4 news
